The 1960s and 1970s accessibility is seen to be a popular notion in seeking to establish links between land use location and transport. Dominant drivers of the day were planning for car usage and urban growth. Classic transport 4 step models dominated the transport planning approach, with accessibility based models being applied to longer term sketch planning and policy testing.

Accessibility is also applied through the 1970s and 1980s to questions of equity in terms of spatial distribution to attempt to bring out the fairness in facilities policies amongst social groups in communities.
